I would think the State is the way to go because, ultimately, they supersede city or county jurisdiction but Arizona could be set up differently. Have any lawyer friends there? If there is a possibility of civil rights having been abused, then the FBI would certainly be the agency to go to but whether they would or could under the current political leadership is a toss-up. If civil liberties are involved, you could always ask the ACLU. They lover upsetting apple carts and there are a few that need upsetting.
