If Saddam still ruled Iraq, the flash point for radical Islam would have been Afghanistan, Yemen, or Syria. Possibly one of the northern African Sunni nations. Not to keep hammering a point, this crap didn't start with the war in Iraq, or even with 9/11.
If the war in Iraq had never happened, it's probable that the only difference now would be that ISIS would be called ISS.
As the Washington Post article I linked to pointed out, the group was practically dead in the water until 2009.
