I'm not sure which topic you're tackling.

So I'll try both.

The USA again an oil exporter?
Well you can always dream.
I have a suspicion that Indian reservations in
the USA, and American military bases, may hold large untapped
oil reserves.
But an oil exporter with America's growing insatiable appetite
for petroleum?
I'm skeptical.

I think the French route is the best.
Have nuclear power supply 80 percent of your nation's power.

As for your Global Warming/CO2 skepticism?

Granted!... CO2 is a minor constituent of our air.
Nitrogen, Oxygen and Argon make up close to 99.6 percent of our air.

Global warming was also around 1000 years ago when Greenland was indeed green land...Somehow Florida stayed above water in those days.
And humans weren't at fault for the global warming then.
