What are the actual statistics over the past years?

I found this article, with numbers per million population (keep that in mind when looking at charts) The late 60s sucked for black people and police, but you don't have to tell older black people that.

How much of the perceived uptick is just a lot more coverage in a lot more media channels? People finally paying attention nationally to what used to be highly localized stories? For example, without that viral video, would anybody outside of Chicago ever have heard of this shooting?
