The Chicago political environment is fundamental to police issues there, and in other cities. (This is Baltimore, but that's another story.)
Chicago has been famous for this kind of thing since I was in college (they weren't called "The Denver Eight") and the city has been a Democratic fiefdom for at least that long.
You claim to find out causes? Who the hell do you blame for city cops having a culture of violence over decades if not the people running the place? What do you think the causes are if not a particular culture of running a city? The air coming off Lake Michigan? Sunspots? Strange viruses that cause cops in Chicago to get mean?
Spend a little time here, (Huffington Post) and pick up the larger picture. Or just ignore the links and continue to spout random incoherence.
