Getting a blowjob- wasn't the problem. Politically it could have been a problem. But in terms of impeachable offense, it wasn't a problem.
Trying to cover it up and lying under oath- that's a problem in regards to impeachable act. But ultimately, when using the impeachment process to remove a president who has been elected by the people, one should be extremely careful.
Nixon resigned in order to avoid this process. That was a wise decision, in that particular situation. I think, that it was wise that Clinton didn't decide to resign to avoid that process. And the legislative process handled the situation in an acceptable manner and shouldn't be considered a failure because it didn't result in removing Clinton from office.
