You're not a computer programmer are you. Banking systems can work on electronic systems because of the concept of balance. If someone creates a program that steals money, someone's account must go down and audits can find it. With voting there is no balance. The outcome is a complete unknown. If a thousand votes are made to disappear there is no record they ever existed.
Paper does have problems but with the case of the chads, all the evidence was there to see what went wrong. That was a stupid system. The new optical scanning systems where the voters mark a piece of paper and the electronics are merely used to scan the results are the most secure since the original documents are retained for recounts.
