The areas in question have in common that the water is shallow. We're not talking trans-Atlantic or trans-Pacific cables here.
At first I could only locate news items reporting two breaks. I eventually figured out that one incident, off Alexandria, Egypt, resulted in two broken cables. The latest break is in the Persian Gulf off Dubai. I centered a Google map on the area, with topography displayed, and you can see what I mean about shallow water.
Two breaks in a short period of time in the same general region is a little unusual, I'll grant you, but "Ships dragging their anchors" isn't all that implausible in shallow water, and in waters carrying heavy ship traffic.
