That particular page hasn't been updated since 2004, but I followed some links from it and quickly found better info. Best is at VSNL Intl; click "Global Business Pathway Interactive Map" to popup a fancy map applet. It confirms that Alexandria is a major terminus for several cables, and that several cables run up the Gulf to terminate at Dubai.
Another thing I picked up along the way is that all three cut cables (two incidents) belong to the same company, FLAG Telecom. If a person wanted to look for a conspiracy, commercial sabotage comes to mind.
