Two ceremonies; one civil, the other religious and neither would be required of anyone for any reason.
The civil one would be available to any set of adults (two or more) and would be used only to assign legal issues. This marriage would be called a civil marriage.
The religious one completely unregulated. This marriage would be called a religious marriage.
