I see advanced ETI rearranging stars not so much as a really big semaphore,
but more for their energy and other resource needs.
Of course if they are REALLY advanced, they might rearrange stars for
aesthetically pleasing purposes (art), but this would be for their benefit
and pleasure, not to signal little chattering monkeys like us.
