Doesn't matter if drug use is "explicitly protected by the Constitution." That's not how it was supposed to work. It was supposed to be that freedoms were assumed unless they were restricted.
His views seem pretty reasonable on the subject, although he's more comfortable about psychedelics than I am.
Checked out his website and books. "The Moral Landscape." Hmmmm.
