I agree...
But I disagree with the methods that some have tried to use to limit population growth (like China where infanticide has been practiced with defacto support of the government).
Killing babies is not the answer. Killing old people is not the answer.
Education is the only answer.
Teach people sexual responsibility.
If you insist on taking more drastic measures then the only one that makes any legitimate sense is a program of forced sterilization: Sterilize felons, idiots, and those who don't exercise sexual responsibility.
