Participating in the forces in Afghanistan means fulfilling obligations towards the UN.
Participating in the forces in Iraq depends on the popularity of the US.

I wonder: withdrawing from Iraq made it more complicated to the US than had there been no other foreign troops, didn't it?
After all, the US was counting on them?
