Travelling through Mexico one time.

A woman explained the entire thing to me.

Took a tour from Mazatlan to upcountry mines. Along the way passed a high hill, low mountain and asked the tour guide where a trailhead which would lead me to the top. She said you can't hike that mountain. Why. No trails. I pointed to a road. She said it was blocked. I said that there were two guys on horses coming down, they were making it.

And she finally said, "When you get one kilometer off this road the sheriff is the guy with the biggest gun. There are people who don't want you to see what they are doing."

The point was that ownership is decided by whoever controls the armed forces, whether it be police or an army.

Take Iraq, for instance. Condoleeza Rice has said that she owns Iraq. Meaning that since there is no one bigger to kick the US out, the US in effect took ownership of the country. Biggest army.

It's simple. It's all force, with politics second and a thin veneer of law third. But all property is rented from the State, not owned. Try not paying taxes.
