In this metaphorical example, the aliens are not brutal conquerors, they have been dramatically represented as a benign but human-like species forced to engage in certain policies simply by the dynamic of the "imperial" process. Of course, real aliens would probably have motivations and actions either totally incomprehensible to us, or painfully familiar, like genocide.
