He most likely stays for extended periods in a variety of safe houses, spread among several dozen, or more, friendly and remote locales, on both sides of the Afghan/Paki border. There's absolutely no question that the insecurity in Afghanistan, the lack of faith and confidence among the Afghans in the coalition and Afghan gov't projects and goals, and the existence of a hospitable environment for OBL in large parts of Afghanistan, helps him greatly even if he's at the moment in Pakistan. Perhaps even more importantly, George Bush's half-assed, grossly incompetent leadership and near complete lack of intenational support greatly undermine our efforts to seek vital support and cooperation among the Pakistanis, in getting them to do their part on their side of the border.
