I've always felt technical intelligence was neither common nor inevitable, although my gut feeling about it is not as pessimistic as yours. My guess is about 100 technical intelligences per galaxy, at any one time, give or take an order of magnitude. My proof? Absolutely none!
Like I said, it's just a gut feeling.
