An alternative to the Oort Cloud theory?

How about random locations and movements for countless comet nuclei throughout
our Solar System, near and far?

Random locations would basically do away with a neat near-spherical 'cloud'
way out there.

Anyways, there's the issue of...if..the Oort Cloud did or does exist, why
aren't there Oort Clouds around other stars where starlight refraction or absorption
and Infrared emissions should make them detectable?
