The Division of Alaska State Troopers (AST) tends to be aloof, and does not like "my way or the highway" Sarah. Nevertheless the Dept of Public Safety is under the direction of the Governor. By any account Wooten is not qualified to be a Trooper; and the Governor is granted normal executive powers in personnel matters. Everything else is miffed people kicking the furniture around. It boils down to a tempest in a teapot.
