After all this time I expect the fixation, but although he supported the legislation, Bush pretty much watched this one from the bleachers, He's lost his ability to marshall support in Congress on his own. I'm not sure Cheney even showed up in the stadium at all.
If you wanted to broaden it to "Bush administration" to include Paulson and others, you'd have a better case, but this version of the sausage was mostly made in the Senate, with a rubber stamp from the House and the Executive branch.
