It's certainty full of pork and which has nothing to do with the bill.
But Bush's entire power relating to it is the potential to veto it. And that wasn't going to happen
Therefore this pork has mostly to do with the Dem leadership in the Congress. And since they are in majority this shouldn't be surprising
Now the dems didn't want to utterly own it, so there was some compromise with the Reps and no doubt their is also Republican pork [and less dem pork then they might have wished for].
