Ambivalent.
First, they seemed as if they had a chance to work because the blacks couldn't have been worse off and the large white population would feel the effects. It wasn't an entire nation suffering more and 1 or 2 people at the top doing OK.
Second, I didn't like them because I thought the chance they would have the desired effect was remote and they were a waste. I was very surprised to see that over time they had the desired effect.
