"making terroristic threats"

When sent with intent to imitate previous anthrax attacks, sending powdered sugar is a terroristic threat, which violates the law.

When kids phone in bomb threats with no bombs, these aren't treated as pranks, either.

The point of terrorism is to cause terror. A dud can do that as well as a live weapon.

What the powdered sugar is not: attempted murder.
