The Indian PM has stated he thinks Pakistan is responsible. I have a feeling it's Pakistanis but not the country. Pakistan is rife with terrorists, in the lawless mountainous areas and elsewhere. Even some of their security forces are infiltrated. Pakistan may have a choice soon, get rid of Al Quaeda and give 100% effort to it or going to war with India.
