I could fill this board with similar examples from Britain alone. I just pick out the stupidest ones, and I liked the photo.
Nobody associated with this project speaks of it in punitive terms.
Where I live it's common for the cities to fund free transit and sometimes even taxi transportation for drunks on New Years who might otherwise drive. At least you can make a good case for that--it protects innocent people from drunk drivers.
