One aspect you overlooked.
I think it's a cost-effective idea to hand out the flip-flops. IF a woman breaks her leg or falls and gets hit by a vehicle (or any of the other things that could happen, the government pays for the emergency room treatment. This is a highly cost-effective preventative. Flip-flops, emergency room, flip-flops, emergency room. A no-brainer.
