There is credible evidence from Republican insiders that Bush and Cheney had made up their minds even before the election to invade Iraq. Shortly after the election there were numerous meetings, centering around Doug Feith, brainstorming ways to provoke Saddam into giving the US an excuse or just plain stage-managing an excuse.
When 9-11 came along the Saudi involvement was minimized. 15 of the 19 perps were Saudi. It was Saudi money which financed not only the operation but bin Laden. Saudis were whisked out of the US, about the only civilians flying. (A donated heart wasn't allowed to be flown from Alaska to Seattle - it was wasted. But the Saudis got out.)
The feverish attempt to link Iraq or Saddam to al-Qaeda failed. A cursory glance at Saudi Arabia would have sufficed to show who was behind the action.
The unprovoked war against Iraq, a war crime, and the treatment of Iraqi civilians, a crime against humanity, should be enough for impeachment.
And an overlooked item would be the lack of action against Saudi Arabia, the country which meets the two criteria for an invasion. First, it financed 9-11 and it's citizens carried it out.
Second, always a favorite, women do not have equal rights, or very many rights at all. Conservatives just love trot out that one when demonizing a country.
Convicting of war crimes would be a slam dunk if anyone took it up.

Credible evidence from Republican insiders. And the other impeachable offence.
