What Bush did was reinforce religious influence in the area, especially the Shi-ahs.
Surely, experts must have told him that's what would happen (journalists knew it over here).

No matter who governs Saudi Arabia, they will want to sell their oil because it's their main asset.

There is no reason to impose a friendly government.
