I think we need to keep the distinction between "Palestinians" and "Hamas" in mind.

Since Israel pulled out of Gaza, well over 3,000 Hamas rockets have been fired from there into Israel. This hasn't been happening from other areas with many Palestinians in them, like the West Bank, where Hamas doesn't have the same power base.
