If this works regulation is not needed. I believe a company that truly pays for performance will out compete the rest. Get with the program or go out of business is more effective than regulation any day. Unfortunately most people realize that pay for performance is a highly variable contributing factor in modern business. I think it is a bigger part of smaller business and may be as important a factor as room for growth in why small company's grow faster. It may just be that a company can only get so big before the guy at the top is out of touch with who the performers are. I'm talking about a new business model that does not exist or at least not in a stable form. How can you keep pay for performance the dominating factor as companies grow from small to large? It seems like various companies have done this from time to time, but eventually fail to keep it going (GE, Merk, IBM). What is the cause of this instability and how can it be eliminated? Is it simply that the best and brightest always leave for somewhere else to become the top guy or found their own business?

Mark
