I'm certainly no expert, but IIRC that's not the way it works. Higher levels of enrichment require higher technical capability. It's not just simply a question of continuing to stir the pot to get a better soup, so to speak. If you'll pardon my crude and not entirely good analogy, you need not only better soup stock, but also a better pot, a better stove, a better soup stirrer, and more skilled chef.

I see that Stratfor link has expired, but if you use the title (see above) as a Google search argument, you can bring it back up. Iran apparently can't even manage to fire their own power reactor, so their level of technical expertise is quite low.

I can't imagine that Iran would legitimize the Israeli scare-mongering by trying to acquire a nuke weapon. Interested parties, however, might try to set them up.
