Typical, for a Soviet response.

The doctrines of the USSR and the US were very different. That's why they had tens of thousands of cheap tanks facing Europe and why the US had a few thousand technologically superior tanks defending it. The Soviets had many thousands of Mig 17s and 21s while the US had hundreds of F-15s and F-16s. We had a couple of thousand Minutemen armed with kiloton range warheads and the Soviets had many thousands of massive liquid fueled missiles armed with multi megaton warheads.

Their technology was backwards compared to ours. The CEP of their missiles didn't guarentee a kill against our hardened silos But the accuracy of our ICBMs did have a far higher chance of taking out their missiles, and other military targets, with much smaller warheads. It wasn't about aggression, just performance. The Peacekeeper was to be housed on mobile rail launchers, but the Dems killed that idea.
