As populations become wealthier, their population growth slows--they have fewer children. This was established years ago. If population density caused poverty, Hong Kong would have been the worst slum in the world, and Russia would be one of the richest nations on Earth.

Step one for getting the undeveloped world's population under control is to help develop it.
