All you need is a fywheel with paddles
And shovel dirt (and ice) into it.
Any low-maintenance motor can keep it turning, and the paddles keep flicking dirt more or less in one direction. there's a tiny torque effect, but you can set them up in pairs.
if the asteroid/comet is rotating, you just shovel dirt at the right time.
