Hi TB - You're right that we already have the technology. The problem is getting it all in place.
Right now, NASA is trying to wish away Comet Schwassmann Wachmann 3's debris stream, which we'll be in the midst of in 2022 (that's 13 years from now) hoping that its all going to turn to dust, and using their PR machine to tell everyone that this is what is going to happen.
In point of fact, based on the impacts at Rupunini and Rio Curaca, this is worse than wishful thinking. They would indicate at least one 5 kiloton impact somewhere, and right now NASA has no firm estimate of the effects of SW 3's dust veil on climate.
The next NASA Administrator is going to have to deal with this, and have to deal with the whole impact mess at NASA. My suggestion is that he/she start with firing David Morrison.
