Sometimes there is no accommodation. At those times force is used. As a last resort.
Check your knowledge of the world. Rarely is anyone after "forced enslavement", although Hitler was enslaving people. However, the USSR acted first to cleanse the world of Hitler, the US came along much, much later and then only AFTER Germany declared war on the US.
And even Japan did not want to "enslave" the US. Japan was after economic gains in the South Pacific. Japan acted much as did the US with Iraq, purely economic reasons.
And, yes, force needs to be applied, but only after other means have been exhausted. People die when force is used.
