Last December, Bush announced 20,000 more troops into Afghanistan for 2009. Obama has announced 17,000 troops and 4,000 trainers.
If you have any objective evidence that there will be more civilian aid people working there than there have been, or significantly more aid money than Bush would have spent, bring it. Obama is increasing foreign development aid across the world, but I haven't seen anything that indicates a major increase in Afghanistan above what's already going on.
A major problem is that our allies have not exactly been keeping their pledges in this area. If Obama can light a fire under them, more power to him.
