Just as our court system is unconcerned with truth but is obsessed with how matters can be made to appear to 12 people, no one would be interested in what happened but it would become a massive PR campaign.
And face it. Standing hip-deep in the shambles of our country, 25% or so of the people still approve of Bush. A significant number still think Nixon was railroaded. People who haven't matured past adolescense regard everything as good or bad, black or white, without any awareness of nuances, shades of gray and they regard others as evil and objects. Torture is no more of an issue than "collateral damage". Those people have no moral qualms regarding anyone else.
So, we have a huge minority who aren't accessible to any input. The PR campaign would be for the 75% with some capacity for even-handedness. Which isn't all bad, I guess.
However, "justice" could be a possibility. McCain, in my opinion, would possibly find some lower-level people "guilty" with many, many extenuating circumstances. He would not reach up to where it started.

Good solution. And there's a flaw in the system.
