You're right about most government agencies having a kid's page. The CIA site explains on the privacy page that they're complying with a 1997 presidential memorandum directing all agencies to perform outreach on the Net.
Good example of how one size definitely doesn't fit all. I sampled some of the material, and to water it down for kids they end up telling a basically false story about the CIA, as strictly an intelligence analysis agency that in essence does nothing more than prepare the daily presidential intel briefing. No mention of actually gathering intel, and no mention of the covert side that was the original reason for its creation out of the OSS. Just a bunch of happy Sesame Street characters soaking up knowledge just like good kiddies in school, and turning in their homework to the President.
Still, the lemonade isn't all bad. I tried out the photo analysis games and thought they were pretty well done, especially one that explained things like "correct, it was 6PM in the scene, as shown by the shadows and the yellow light". A kid actually could learn something interesting, and perhaps even useful, from it.
