How about failed? Failed at solving ANY of America's serious challenges, along with overseeing the collapse of our economy. Maybe he even intentionally failed when it comes to health care and energy independence. Insurance companies and drug companies are huge GOP donors who benefit from the status quo. The only health care reform Bush did was hand the drug companies a hugely profitable government program. Energy independence? We import more oil now than at 911, and we know where the Bush family has made its fortune.
