The agenda of the writer is to inflame public opinion against immigrants and their allies so that the public is distracted from the real villains (and the real solution to this problem), the businesses who profit from immigrant labor. It's the old divide and conquer technique; get the oppressed masses fighting amongst themselves so they don't notice they have more to gain by solidarity than from division and so the real criminals can operate outside the law.
