I think that's the best argument, and even it doesn't work even a little bit.

Every purchasor of illicit drugs is funding the drug cartels with all their associated violence every time they make a purchase. That's part of the choice they make. Their demand drives the unsavory methods of supply, as much as consuming baby seal products drives the killing of baby seals. Even if it's just a little bit of baby seal.

Do you think the cartels could survive on only those people purchasing $100 amounts and up? And that those are the only people who make meaningful contributions?

Of course not. It's the small purchasor who is paying for that infrastructure, just as the person who stopped in at a speakeasy for 3 or 4 drinks supported bootlegging.

That particular consequence happens to be part of using those drugs, and while the people who do so consider themeselves to be honest, upright individuals they bear the responsibility for those contributions.

Of course, those drugs could be made legal. That would legitimize the cartels.
