The Maasai believe that God gave them all cattle, that all the cattle in the world belong to the Maasai. Other tribes and people may have possession but the title to them is held by Maasai.
So, some Maasai warrior who wants a wife may take off with a bunch of buddies and "liberate" some of the neighbors herd. To them, they are just bringing their due home. To the neighbors they're rustlers.
Just shows how cultures can be different.
One of our erstwhile HZ members believes the military would be better off if soldiers were paid and then purchased their own uniforms, meals, weapons and ammunition. It would be far more efficient and cost less. (Never mind that the military is based upon inefficiency. However, the unlimited availability of ammunition has led to a tradition of no fire discipline. A loud noise and Americans light up a 360 degree area. Other countries are amazed at that. If they are carrying the only ammunition they are likely to have for a while there's a bit more restraint.)
I'm not sure who would pay for resupply, transportation, etc.

Maasai cattle, and the military.
