I doubt it.
Gore wouldn't have had Cheney as VP, and therefore there wouldn't have been any "secret energy" meetings daming Iraq to American occupation and the likes of Paul Bremer and the Project for the New American Century.
Also I really doubt he would have started a war with the wrong country.
Somehow I think Gore would have acted much diferently towards dubious information, simply because he lacks that Texas cockiness.
