It was decreasing in April of 2008, too. This is the original news release. Unfortunately, I didn't find earlier polls over several years to establish further trends.

"American Imperialism" and other invented sins have been a convenient excuse for the miserable failures of other nations since before I was born. Government-run media organizations around the world have made a career of this for years. This is so hugely self-evident that I can't believe it's considered debatable.
