Don't Think So
Whales have been evolving for a lot longer than 30 million years. I think they branched off about 10 million years after the dinosaurs died out. My memory is that dolphins reached their current brain size 30 million years ago. Good points though. Worth some research this weekend. At any rate the Molluscs have had a much longer shot at evolving high intelligence and technology in the sea. I believe physically and mentally they are capable of tool use. They may be hampered by life span and social organization.
