The McConnell plan apparently has the votes to pass the House with Dems and sane republicans teaming up. Ceding congressional power to the president graphically demonstrates how the modern GOP is not a functioning governing alternative. They've been offered a sweetheart deal that any GOP congress in the last century would consider a victory, but they refuse it because the Tea Party faction refuses to compromise. So now they get nothing of substance and prove they have a dysfunctional party that can't get anything done.
