So that they can receive this top health care?
Some of the homeless are the untreated mentally ill, who didn't get the care they needed when they were not yet homeless. Some of them are living in cars and shelters because they're unemployed, and lost their insurance with their last job. Some have been bankrupted by medical bills that they couldn't afford to pay.
One can be employed by a company that provides it and have health insurance. One can be well-off enough to purchase health insurance. One can be over 65 and have a certain amount of coverage through government programs. One can be a child with parents smart enough to find and fill out the forms and get a certain amount of coverage through state programs. Or one can be indigent. What of the people who fall into none of those categories?
But wait: one catastrophic illness can make them homeless. And then they'll qualify for top health care. If they live near enough to the right hospital, and if they survive the catastrophic illness.
When talking about choices, let's not forget the people whose only viable choice is to do without and hope for the best.
