Keep in mind Wilders' victory is very narrow. He won the most seats, but that number was 35 in the 160 seat Parliament. All the leaders of the three other top parties have said they would not serve in a PVV-led coalition. After the 2021 election, it took more than nine months to put together a four-party arrangement, and that's despite the then-new coalition being the same as the previous. That makes it pretty iffy he will be able to form a government coalition. Although it is the tradition, there is no guarantee that the party that wins the most seats will end up delivering the prime minister. Meantime, outgoing PM Rutte will remain in a caretaker role. Also, keep in mind turnout was unusually low by Dutch standards in major cities. Wilders may end up governing but there is a good chance it will be a short lived government.
